Products Pipelines - SFPP

Kinder Morgan’s SFPP system consists of the North Line, which consists of approximately 864 miles of trunk pipeline in five segments that transport products from Richmond and Concord, Calif., to Brisbane, Sacramento, Chico, Fresno, Stockton and San Jose, Calif., and Reno, Nevada. The products delivered through the North Line come from refineries in the San Francisco Bay Area and from various pipeline and marine terminals. SFPP also includes the San Diego Line, a 135-mile pipeline serving major population areas in Orange County and San Diego; the Oregon Line, which is a 114-mile pipeline transporting products to Eugene, Oregon for shippers from marine terminals in Portland, Oregon; the West Line which is approximately 515 miles of primary pipeline and currently transports products from the Los Angeles Basin to Colton and Imperial, California, and Phoenix, Arizona; and the East Line which is approximately 400 miles of pipeline originating in El Paso, Texas transporting products to Tucson and Phoenix, Arizona.
In addition, Kinder Morgan’s SFPP operations include 13 truck-loading terminals which provide services including short-term product storage, truck loading, vapor handling, additive injection, dye injection and oxygenate blending.

Accident or Deliberate 

After personally enduring endless harassment with certain but mostly now former Contra Costa County Law Enforcement Officials all apparently stemming untimely coincidental connections linked to serial tragedies the cards have turned.

The surreal collection of incidents near those known to me which have impacted everything from businesses, to personal friends and relatives or family.  When Officer Youngstrom was murdered on SB -680, I already had police reports on file where the Youngstrom/Bennett informal converstation was recorded in the Walnut Creek Starbucks on N. Main Street around March 2012 and there he is shot dead but worse investigated by the famous DA Investigations Team functioning under Contra Costa District Attorney Mark Peterson who in June 2017 pled guilty to Perjury.

He took the deal so he could squeal.

The list of the deceased is long enough that most would fold on victim #2, I held on years watching my friends get slaughtered.

The Dubious Cases
What I never expected to find was dead witnesses but I also never expected to link the November 2004 Kinder Morgan Gas Line Explosion to Alicia Driscoll and Mountain Cascade.  Sometimes life is a coincidence and sometimes it's a conspiracy.  This case is a conspiracy between Civil Attorneys, The Grand Jury, investigators and this Arson Victim who discovered connections between the 2010 PG&E Fire, his 2004 Arson and failures up and down the investigative trail.

The worst part is someone referenced these witness deaths as unfortunate.

A fireball several stories high roared out of the ground near downtown Walnut Creek on Tuesday, killing two construction workers, injuring six and leaving two workers missing after a crew accidentally cut an underground jet fuel line. The blast occurred about a quarter-mile away from the intersection of Newell Avenue and South Broadway, where two crews contracted by Mountain Cascade Inc. of Livermore were installing a large water main for the East Bay Municipal Utility District. One group of workers was welding in a trench, and a second group was digging another trench with a backhoe that apparently broke a pipeline that carries aviation fuel from Concord to the San Jose International Airport, said EBMUD spokesman Charles Hardyand Walnut Creek police investigating the accident.

Ellen Sabaduquia, 54, of Walnut Creek was driving on Broadway at 1:30 p.m. when the inferno shot out of the ground a few feet from her Toyota minivan. She watched in horror as two screaming men emerged from the hole, engulfed in flames. "I thought I was in Fallujah for a moment," Sabaduquia told The Chronicle, her voice trembling. "It almost looked like slow motion from a horror movie." Sabaduquia said she wanted to get out and pick up the workers, but the flames were too ferocious and she was forced to throw her vehicle into reverse. The six workers who were injured were all burned -- three critically, authorities said.
Those with the worst injuries were airlifted to Doctors Medical Center in San Pablo in critical condition with burns over 40 to 60 percent of their bodies, said hospital spokeswoman Paula Ferron. Two victims were airlifted to John Muir Medical Center in Walnut Creek with burns so severe they were transported again to a burn center at UC Davis, according to a hospital spokeswoman. There was no information available on the sixth burn victim.
Initial reports by authorities had three workers dead, but later in the evening police said that they had confirmed two fatalities and retrieved the bodies of those victims. Authorities did not disclose the names of the dead or the missing. The accident sparked a series of underground explosions, sent a huge column of black smoke into the sky, burned one home and damaged several others on Doris Avenue, and prompted the evacuations of Las Lomas High School and Muirwood Elementary. "This is the worst day of my life," said Bill Williams of Mountain Cascade, general contractor for EBMUD's $180 million Walnut Creek-San Ramon Valley Improvement Project to increase water flow in the area.
Williams fielded phone calls Tuesday afternoon from worried wives and scanned work rosters to try to figure out who was unaccounted for. The explosion rattled shops at nearby Broadway Plaza and caused students to jump in their seats.
The force was so intense it blew out the windows of several apartments on Creekside Drive across the street and charred the cab of an 18-wheeler parked near the construction site. Initially, firefighters were prevented from approaching the searing hot flames, so they were forced to keep the public away and wait for the gasoline to burn out. Firefighters capped the pipeline at cutoff valves in Concord and Alamo, and the inferno receded about 90 minutes later, said Steve Maiero, battalion chief of the Contra Costa Fire Protection District.
They discovered two bodies in or near the hole, Maiero said. The jet fuel line, owned by Kinder Morgan Energy Partners of Houston, was marked on maps that construction workers were using, according to Eugene Braithwaite, director of operations for the company's northern region.
Kinder Morgan is under investigation in a separate incident in which 85,000 gallons of fuel spilled from one of its pipelines into the Suisun Marsh last April. Braithwaite said as soon as it was safe, Kinder Morgan would assess how to clean up the Walnut Creek pipe break, possibly using vacuum pumps to remove any residual fuel. A few Doris Avenue residents spent the night with friends or in hotels with help from the Red Cross. Among them were Enos and Leto Chabot, who lost the back half of their two-story home at 2053 Doris Ave. The fireball rose 90 feet from the construction pit, up a concrete wall and burned their entire backyard, melting the windows on their back wall. The couple were having lunch at the Hick'ry Pit restaurant nearby when they heard the boom, and they returned home to find their neighbors evacuated to a street corner a few blocks away. "The important thing is we're OK," said Leto Chabot. "We have insurance, but this will take months to get fixed." At Las Lomas High, Sarah Jones, 16, said she was in her physics class when she heard what she thought was someone dropping something on the roof.
Students were instructed over the loudspeaker to stay inside, then told to evacuate to Civic Park. They could see the plume of black smoke from the parking lot. "I don't think we were so much scared as confused," Jones said. "Because nobody told us what was going on."
 The evacuation went smoothly, however, because nearly all the students had cell phones and could call their parents to come get them. Only about 50 of the school's 1,700 students made it to Civic Park, and the rest went to downtown coffee shops and juice bars to wait for their parents. As darkness fell, authorities used a robot to shoot close-up photographs of the accident scene.

HOUSTON--(BUSINESS WIRE)--Kinder Morgan Energy Partners, L.P. (NYSE: KMP) has entered into new and extended long-term transportation and storage agreements with Calpine Energy Services, L.P. (NYSE: CPN). Under the agreements, KMP will provide up to 450,000 dekatherms per day (dth/d) of firm transportation service as well as 5 billion cubic feet (bcf) of storage capacity to serve nine of Calpine’s electric generation facilities in Texas. The service level under these new agreements represents an increase of 150,000 dth/d of transport and one bcf of storage over agreements previously in place. KMP will invest approximately $30 million to expand its Texas intrastate pipeline system in South Texas to extend service to Calpine’s Magic Valley Generating Station in Hidalgo County.
Duane Kokinda, president of KMP’s Midstream Group said, “We are extremely pleased to extend our longstanding business relationship with Calpine and we look forward to adding a ninth Calpine plant to the list of electric generation facilities in Texas that we serve.”

Fremont Group's Connection to Bin Laden and Bennett v. Southern Pacific



Pitching for Bin Laden

Back when Americans were still debating whether there was just cause for a preëmptive strike against Iraq, few arguments were scrutinized more closely than the Bush Administration’s contention that there were covert links between Al Qaeda and Iraq. At the C.I.A., analysts pored over aerial satellite photographs. At the Treasury Department, experts sifted through financial records. At the National Security Agency, Arab-speaking linguists eavesdropped on phone conversations. But, even after Secretary of State Colin Powell put his credibility on the line, in a damning, dot-connecting speech before the United Nations last February, questions persisted about the solidity of the alleged links between Saddam and Osama.

Now there is a new and demonstrable connection, but it is not the kind that the Bush Administration had in mind. In fact, it is more likely to fuel the speculations of conspiracy theorists than it is to put their fears to rest. It turns out that a money trail runs—albeit rather circuitously—from the lucrative business of rebuilding Iraq to the fortune behind Osama bin Laden. Bin Laden’s estranged family, a sprawling, extraordinarily wealthy Saudi Arabian dynasty, is a substantial investor in a private equity firm founded by the Bechtel Group of San Francisco. Bechtel is also the global construction and engineering company to which the U.S. government recently awarded the first major multimillion-dollar contract to reconstruct war-ravaged Iraq. In a closed competitive bidding process, the United States Agency for International Development chose Bechtel to rebuild the major elements of Iraq’s infrastructure, including its roads, railroads, airports, hospitals, and schools, and its water and electrical systems. In the first phase of the contract, the U.S. government will pay Bechtel nearly thirty-five million dollars, but experts say that the cost is likely to reach six hundred and eighty million during the next year and a half.
    
When the contract was awarded, two weeks ago, the Administration did not mention that the bin Laden family has an ongoing relationship with Bechtel. The bin Ladens have a ten-million-dollar stake in the Fremont Group, a San Francisco-based company formerly called Bechtel Investments, which was until 1986 a subsidiary of Bechtel. The Fremont Group’s Web site, which makes no mention of the bin Ladens, notes that "though now independent, Fremont enjoys a close relationship with Bechtel." A spokeswoman for the company confirmed that Fremont’s "majority ownership is the Bechtel family." And a list of the corporate board of directors shows substantial overlap. Five of Fremont’s eight directors are also directors of Bechtel. One Fremont director, Riley Bechtel, is the chairman and chief executive officer of the Bechtel Group, and is a member of the Bush Administration: he was appointed this year to serve on the President’s Export Council. In addition, George Shultz, the Secretary of State in the Reagan Administration, serves as a director both of Fremont and of the Bechtel Group, where he once was president and still is listed as senior counsellor.

Rick Kopf, the general counsel of the Fremont Group, which manages some eleven billion dollars in assets, confirms that the bin Laden family invested about ten million dollars in one of Fremont’s private funds before September 11, 2001. He noted that the bin Laden family has not enlarged its stake since then, but he declined to provide additional details about its association with the firm. He also chose not to discuss the origin or the nature of the relationship between the bin Laden and Bechtel families, both of which made fortunes in huge construction projects in the Arab world. The Fremont Group evidently does not go in for connecting the dots. As Kopf said, "Ownership is private and is not disclosed."

I can talk freely about events as I lost over 1M via Bennett v. Southern Pacific in 1990, it was Rick Kopf's tactics that cost me part of my hand.  I have all the room to talk about former Safeway CEO Steve Burd on several levels, my Pittsburg Safeway Manager friend was murdered in 1998 but then during my research my Safeway contracts were pulled forcing hardship on my Cabinet Shop, when my trailer flipped those contracts taken by Mormons from Alamo 1st Alamo CA.

Burd and Kopf were coworkers at Southern Pacific but their fingerprints are all over other incidents, additionally my bacteria argument has been on the table for 15 years, the NIMBA was on my SBC Supplied systems.  I know Accenture was working SBC over for revenue and I know a large GIS project was cancelled without warning. 

Today, based on events at SBC, the wide spread damage to AT&Ts system and how the Exchanges around the globe were crashing a week after 9/11 but the turning point was the WTC 7 controlled demolition, knowing my friend Alicia was murdered in 2005, then discovering her connection to another 2004 Explosion in Walnut Creek that killed five and realizing it lead straight the former ENRON Story and how the 48 Story Building destroyed the investigation at the SEC which was coincidently WTC 7.

    In 2004, I was an arson victim but that was my fourth incident, several months later a Fuel Line killed five, in 2010, an explosion killed eight, in 2015 I called @FERC, five hours later a line exploded in Fresno CA. 
    Becoming highly vocal was risky and nearly got me killed.  The Arsonist is likely in Law Enforcement, has connections and that leads whose getting paid. 

    Contra Costa pipeline safety forums open to public

    Miles of pipeline transport gas, diesel and jet fuel beneath Contra Costa County cities and towns, and the public is invited to learn more about the infrastructure at two public forums next month.

    The Alamo Improvement Association and the Contra Costa County Hazardous Materials Commission will host the community discussions and cover topics including safety, oversight, inspection requirements and strategies for reducing risk.

    The forums will include speakers from the national nonprofit Pipeline Safety Trust, the Office of the State Fire Marshal and Kinder Morgan, the private company operating many of the petroleum pipelines throughout the region, including one beneath the Iron Horse Trail Corridor. Hazardous Materials Ombudsman Michael Kent will facilitate both forums, including a question-and-answer period.

    The first meeting will be June 3, from 6:30 to 8:30 p.m. at the Creekside Community Church, 1350 Danville Blvd., Alamo. The Martinez forum is June 6 from 10 a.m. to noon at the Contra Costa County Administration building, 651 Pine St., in the board of supervisors chamber.

    The meetings are made possible by a $50,000 grant obtained by the Alamo Improvement Association from the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration.

The Contra Costa County Sheriff's Office has issued a regional Amber Alert in the case a missing Walnut Creek (unincorporated) mother and daughter. The Sheriff's Office believes that both are at risk. The two were reported missing to the Sheriff's Office on June 9, 2005 by family members. Investigators have discovered that the possibly suicidal mother left a note to the family indicating that their "bodies" would be found. Detectives have reason to believe that the two were heading to the Mendocino area. Authorities in Mendocino County have been notified and are assisting in the search for the two. The mother is 39-year-old Mary Alicia Driscoll, 5'6�, 150 pounds, brown colored hair, blue eyes. The daughter is 5-year-old Jineva Belle Driscoll. (There is no clothing description on either of the two). The vehicle involved is a white Dodge Durango 2000 with California license plate of 4PGH849.     A Walnut Creek woman and her 5-year-old daughter, missing for more than week, were found shot to death Friday afternoon in the back of their sport utility vehicle in rural Sonoma County.
    The deaths of Mary Alicia Driscoll, 39, and Jineva Belle Driscoll, appeared to be a murder-suicide. Authorities had been looking for them since relatives received a letter from the single mother saying their bodies would be found.
    Driscoll and her child were found lying down in a white Dodge Durango parked behind a wooden storage building at Ernie's Tin Bar, a country market on Lakeview Highway south of Petaluma. A gun was found near the bodies.
    Relatives reported the mother and daughter missing on Thursday after receiving a letter mailed from the North Bay in which Mary Alicia Driscoll wrote about what was bothering her.
    "What caused us concern," said Contra Costa Sheriff's spokesman Jimmy Lee, "was that portion that said their bodies would be found." The letter said their bodies would be found in Navarro River Redwoods State Park in Mendocino County.
    Sheriff's deputies said they do not believe anyone else was involved and are not seeking any suspect.
    "We have no reason to believe anyone is outstanding," said Sonoma County Deputy Sheriff Roger Rude, "but we are not leaving any stones unturned."
    After sheriff's officials read the mother's letter, Lee said, they asked the California Highway Patrol to issue a statewide Amber Alert but were told the case did not meet the agency's criteria. The CHP could not be reached for comment Friday evening.
    The Contra Costa County Sheriff's Department issued a bulletin on Thursday alerting other law enforcement agencies to be on the lookout for the Driscolls. Lee said authorities also contacted news media and entered the mother and daughter into the missing persons database. On Friday, they obtained an arrest warrant for Mary Alicia Driscoll for child endangerment.
    Contra Costa Sheriff's Lt. Joe Gorton said there were two verified sightings of the pair in Fort Bragg on Wednesday and as late as 8 p.m. Thursday. The department sent a search team to Fort Bragg and to the state park but found nothing.
    The bodies were found shortly after 2 p.m. Rude said nobody in the area of pastures and rolling green hills had reported hearing any gunshots.
    In the semi-rural Walnut Creek neighborhood where the mother and daughter lived in a single-story yellow house on Norris Road, neighbors were stunned by the news. They described the mother, who went by her middle name of Alicia, as having been distraught and feeling overwhelmed lately.
    Neighbors said she was a hardworking and helpful woman who owned her own sign company and doted over her daughter, building her a playhouse and filling the backyard with toys. She also worried about what her daughter watched on television -- limiting her to the Disney Channel -- and had enrolled her in Score!, a tutoring center, to help prepare her for kindergarten. They described Jineva as a spunky, outgoing little girl who ran freely about the neighborhood, bouncing from house to house, knocking on doors, playing with kids, greeting their pets, and popping in and out.
    "She was just this happy little elf," said Don and Jeanne Elium, a couple who live down the street and write parenting books.
    Paul Earl, 35, a next door neighbor, said Jineva often played with his daughters, who are 13, 7 and 5.
    "The little girl knocked on my door morning, noon and night," he said. "I just had to tell my 7-year-old she not going to see her again. She was asking to play with Jineva today."
    Earl's girlfriend, Jolie Ferguson, 34, said Mary Alicia Driscoll had seemed troubled in the past few weeks, sometimes driving fast and recklessly to and from her home. About two weeks ago, she said, the mother came over to talk to her, tears streaming down her face.
    "She was saying she felt her family was taking her for granted and didn't make her feel like she was a good mother," Ferguson said.
    Driscoll mentioned that she had recently bought a wooden play structure from Costco and couldn't get any of her family members to help her put it together. She eventually hired some day laborers to assist her.
    "She said, 'I ask for one thing, and nobody would help me,' " Ferguson said. "She said she was going to divorce her family."

    (CNN)A mammoth fire broke out Friday morning in a Kentucky industrial park, sending plumes of thick smoke over the area as authorities worked to contain the damage.
    The blaze began shortly before 7 a.m. at the General Electric Appliance Park in Louisville, according to Mike Weimer from the city's emergency management agency. He said that there were no reports of anyone injured or trapped.
    Video showed both smoke and bright orange flames. Firefighters took up positions around the affected buildings, spraying water from the periphery.
    Weimer told CNN that authorities didn't know what had caused the fire, which had gone to at least four alarms.
    According to a GE website, its facility in the Louisville Appliance Park is "revitalizing manufacturing in the United States." The park is large, such that 34 football fields could fit in one of its warehouses in the facility.

    PG&E Charged With Obstruction Of The Investigation Of The National Transportation Safety Board And Additional Violations Of The Natural Gas Pipeline Safety Act

    SAN FRANCISCO - A federal grand jury for the Northern District of California returned a superseding indictment charging Pacific Gas and Electric Company (PG&E) with obstruction of the investigation of the National Transportation Safety Board ("NTSB"), as well as additional violations of the Natural Gas Pipeline Safety Act of 1968 (PSA), announced U.S. Attorney Melinda Haag, California Attorney General Kamala D. Harris, San Mateo County District Attorney Stephen M. Wagstaffe, U.S. Department of Transportation Office of Inspector General Special Agent in Charge William Swallow, and FBI Special Agent in Charge David J. Johnson.




    The superseding indictment alleges that PG&E obstructed the NTSB's investigation that began immediately after the deadly San Bruno explosion. According to the superseding indictment, during the course of the NTSB's investigation, PG&E provided a version of a policy outlining the way in which PG&E addressed manufacturing threats on its pipelines. PG&E later withdrew that policy claiming it was produced in error, and was an unapproved draft. In fact, PG&E was operating under the so-called unapproved draft from 2009 through April 5, 2011. The consequence of this practice was that PG&E did not prioritize as high-risk, and properly assess, many of its oldest natural gas pipelines, which ran through urban and residential areas.

    Additionally, the superseding indictment charges PG&E with 27 counts of knowingly and willfully violating the PSA. These charges stem from PG&E's record keeping and pipeline "integrity management" practices. The superseding indictment alleges that PG&E failed to address recordkeeping deficiencies concerning its larger natural gas pipelines knowing that their records were inaccurate or incomplete. The superseding indictment also alleges that PG&E failed to identify threats to its larger natural gas pipelines and that PG&E did not take appropriate actions to investigate the seriousness of threats to pipelines when they were identified. Finally, the superseding indictment alleges that PG&E failed to adequately reprioritize and assess threatened pipelines after the pipelines were over pressurized as required by the PSA and its regulations.

    PG&E is charged with one count of obstruction of an agency proceeding in violation of 18 U.S.C. §1505, and 27 separate counts of violations of the PSA. The maximum statutory penalty for each count is a $500,000 fine or a fine based on the twice the gross gain PG&E made as a result of the violations, or twice the losses suffered by the victims. The superseding indictment alleges that PG&E derived gross gains of $281 million, and victims suffered losses of approximately $565 million. PG&E is next scheduled to appear on August 18, 2014 before the Honorable Thelton E. Henderson, United States District Judge.




    Kim A. Berger and Hallie M. Hoffman are the Assistant U.S. Attorneys who are prosecuting the case, with the assistance of Alycee Lane and Pat Mahoney, along with Deputy Attorneys General Brett Morris and Deborah Halberstadt from the California Attorney General's Office. The prosecution is the result of an investigation conducted by the San Mateo County District Attorney's Office, the United States Department of Transportation Office of Inspector General, the FBI, the Pipeline and Hazardous Material Safety Administration, and the city of San Bruno Police Department.

    Please note, an indictment contains only allegations and, as with all defendants, PG&E must be presumed innocent unless and until proven guilty.
