Dear Ms.Cheng,

For many years I've complained to PG&E about unpaid invoices with PG&E MBE Vendor Ravenel Enterprises, a firm that retained my software development services specifically for the Hyrdo Test Project.

The project ended with my car being totaled by parties suspected connected to other Federal Grand Jury Investigations where police officers, attorneys and others are in Federal Prison.

The events I've endured were documented in a letter to Brian Cherry, CPUC, FBI and US Attorney's Offices.


Boots Not Suits

You can explain to the SEC how I was attached to PG&E, how my car was totaled, why I was hired to work for PG&E with bench warrants, how the Chief of Police Of Lafayette who definitely knows the Golub's via the courtroom, how all the parties know former officers now in Federal Prison but how each Golub has ties to persons with criminal records e.g. Michael Milken.

I'd like to know who killed my family in Springville, how my friend's 2005 Murder Suicide ties in the Walnut Creek Kinder Morgan Explosion where deaths of witnesses were discovered via my research.

The Brian Cherry Letter sent just prior Federal Grand Jury superseding indictment handed down on July 29th, 2015 where documents posted this blog match dates posted to this blog.

My allegations should appear in the SEC reports, be forwarded to NTSB, NRC, FERC.gov, FBI, CPUC and DOT in the exact same manner that your press releases state of renewed transparency

When the CNET Players were arrested it was apparent the James Greenan son was murdered, it was apparent that Patricia Noel did not commit suicide, that this group rigged my truck to collect insurance and that the deaths in Cameo Acres like suicides, overdoses and deaths by embolisms were staged along with the fires.  When they want you they take you explaining later you'll be making whoopie all day long on your own planet, ask Ernie Scherer Jr who chopped up with a ceremonial sword found in Nate Greenan's hands after Ernie III was convicted while represented by a Mormon Attorney.  My Mormon Attorney sold me out but they murdered his Brother Law like they murdered Don Perata's daughter-in-law, like they killed former Senator Rainey's nephew.

Walnut Creek CA: March for decades ten years persons recently connected to PG&E, a local police scandal known as #CNETScandal pursued me using all the possible police powers, court, judiciary and state to crush my voice.

In July 2011 while working developing software for PG&E my car was totaled.  Lafayette Police refused to investigate which forced this constituent into a search for suspects where incident after incident was never filed with the District Attorneys Office, once again I turned to the FBI and over time persons unknown started murdering witnesses, suspects and relatives of politicians which spread to children, families and friends.

When my roommate committed suicide on suicide watch, in a suicide cell, wearing a suicide smock I attended my first ever Coroners Inquest.

They said he died via Baloney but being in custody at the same facility I sent a note to the Judge.  The note said they don't serve baloney for breakfast.  I'm sorry for your loss, Dave but blame Contra Costa District Attorney and the Sheriff as a former Sheriff's nephew is Row 1, Position 2. 

David Filbert Bremer: Beat to death in the jail covered by CALPERS and POBOR where Public Law has been expertly fermented into a murder weapon. 

Drag em to jail, beat em, until they bleed, drag to cell and let em die.  Collect the misdemeanor fine, add to CalPERS 300 Billion Dollar War Chest.  Hail CalPERS, Hail, POBOR the magnificent, go to church and become exhaulated!

Sadly, there are two suicides at the department of elections.  One of them was former BART Officer John Francis Kelly.


All I wanted was be a father, parent and have fun with my sons.  Instead I'm inadvertently a participant in international politics via my history developing software.

Who is DOT OIG's Whistleblower Protection Ombudsman?

The Inspector General has designated Ronald C. Engler as the Office of Inspector General’s (OIG) Whistleblower Protection Ombudsman, tasked with educating U.S. Department of Transportation (DOT) employees about prohibitions against retaliating against Federal whistleblowers and their specific rights and remedies. However, the Ombudsman cannot act as a legal representative, agent, or advocate for DOT employees. Mr. Engler can be reached at: 202-366-4189.

What is Whistleblowers Retaliation?

Whistleblower retaliation is an adverse action in response to a protected disclosure of information.  Retaliation includes almost any personnel action, failure to take a personnel action, or threat to take or fail to take a personnel action, which adversely affects the whistleblower, such as:
  • A non-promotion
  • A disciplinary action
  • A detail, transfer or reassignment
  • An unfavorable performance evaluation
  • A decision concerning pay, benefits or awards
  • A significant change in duties, responsibilities or working conditions

Who is Protected from Whistleblower Retaliation?

  • DOT Employees
  • Employees of DOT contractors
  • Employees of DOT subcontractors and grantees for contracts that were entered into after July 1, 2013 and some contracts that were modified after July 1, 2013
  • Employees of American Recovery and Reinvestment Act (ARRA) fund recipients, including State and local governments, contractors, subcontractors, grantees or professional membership organizations acting in the interest of recovery fund recipients
If you work for a private-sector transportation employer (such as an air carrier, motor carrier, or pipeline operator), other laws may protect your whistleblowing. These statutes are enforced by the Department of Labor. Visit www.whistleblowers.gov for additional information.

What Types of Discolsures are Protected?

In order for your disclosure to be protected, you must have a reasonable, good faith belief that the allegations you are disclosing are truthful. There are five types of protected disclosures:
  • A violation of law, rule, or regulation
  • Gross mismanagement
  • Gross waste of funds
  • A substantial and specific danger to public health or safety
  • An abuse of authority

Where Can You Report a Complaint of Whistleblower Retaliation?

OIG Hotline:
If you are a DOT employee, an employee of a recipient of Recovery Act funds, an employee of a DOT contractor or an employee of a DOT subcontractor, or grantee on a contract entered into or subject to a major modification after July 1, 2013 you may file a complaint with the OIG Hotline. (For more information on special protections for DOT and non-DOT employee whistleblowers involving ARRA funds click here.)

Office of Special Counsel (OSC):
If you are a Federal employee, including a DOT employee, and wish to report a prohibited personnel practice, including whistleblower retaliation, you may wish to file a complaint directly with the OSC. The OSC is an independent federal investigative and prosecutorial agency with the responsibility to receive, investigate, and prosecute allegations of whistleblower retaliation. Unlike the OIG, the OSC has  authority to seek corrective action from DOT by negotiating with the DOT agency involved or, if that is unsuccessful, by filing a complaint with the Merit Systems Protection Board (MSPB) to enforce corrective action for the whistleblower and initiate disciplinary action against the individual responsible for the retaliation. Corrective action might include ordering a promotion, cancelling a disciplinary action, payment of back pay, compensatory damages, and attorney’s fees. U.S. Office of Special Counsel Certification

The Office of Inspector General's compliance with 5 U.S.C. 2302(c) obligations to inform DOT's workforce of their rights and remedies under the prohibited personnel practice and whistleblower protection provisions of chapters 12 and 23 of Title 5 has been certified by the U.S. Office of Special Counsel. This certification is effective through December 2017.

Secretary's Memorandum to All DOT Employees

On January 23, 2015, Secretary of Transportation Anthony Foxx highlighted his support for ongoing cooperation with the Office Of Inspector General through a Department-wide memorandum. In his memorandum, the Secretary reminded DOT employees that reprisals against employees who provide information or report allegations of waste, fraud, and abuse to OIG are against the law and Departmental policy.

Tribute To Officer Gregg Passama

HON. FORTNEY PETE STARK of california in the house of representatives Friday, August 3, 2007 Mr. STARK, Madam Speaker, I rise today to pay tribute to Officer Gregg Passama on his retirement from the City of Newark, California, after serving 20 years as a member of the Newark Police Department and over 33 commendable years in the field of law enforcement. Officer Passama began his law enforcement career in January 1974 as a police officer for the Southern Pacific Railroad located in San Francisco, California. During this time, he was elected Union President to represent all Southern Pacific Railroad police officers. Mr. Passama also found time to attend the prestigious George Meany School of Labor Studies. On June 1, 1987, he began his career with the Newark Police Department as a police officer. He also served as a field training officer and a member of both the Criminal Evidence Response and Trauma Support Teams during his career. Officer Passama received Newark's Police Officer of the Year award in 2000 after being nominated by his peers for his compassion for others and his tireless efforts as a Newark Police Association board member, vice president, and president for two terms. He has also previously held the positions of secretary, treasurer, and director of the California Organization of Police and Sheriffs (COPS), an organization dedicated to serving peace officers. He is currently the president of COPS, a position he has held since 2004. Officer Passama transferred to the Training Department of the Newark Police in January 2001, where he will finish out his career as the training officer. I join the Newark Police Department in thanking Officer Passama for his dedicated service to law enforcement and commitment to the community.

One is a 14-room Monmouth Beach property with panoramic views of the Atlantic Ocean, while the other is a stately manor in Warren Township situated atop three acres of lush, manicured greenery.
But these are not the fire sales that have become routine in a down real estate market. The homes are being liquidated by the U.S. Federal Trade Commission to help pay a record $18.8 million in fines leveled against the two executives.
The settlement brought to an end a long-running scheme that duped millions of consumers in telephone fundraising campaigns carried out on behalf of nonprofit groups.
Both homes will be auctioned at 1 p.m. Sunday at the Sheraton Edison Hotel at Raritan Center. There is no minimum bid for either property, although the Monmouth Beach home was recently listed for $3.8 million.
Scott Pasch and David Keezer, partners in a firm called Civic Development Group, agreed to the fine to settle charges that they misled consumers into believing they were giving directly to charities serving police, firefighters and veterans.
Pasch and Keezer then siphoned those donations from the groups that were counting on them, authorities said.
It is the largest payout ever in an FTC consumer protection case.
Both men were required to fund a portion of the fine by turning over the two properties, bank accounts, luxury cars and boats, an art collection that included a Picasso and Van Gogh and other pricey assets. Court-appointed receiver Richard Trenk, a West Orange lawyer, has collected about $10 million in liquidated assets so far.
"These homes are the cornerstone of this liquidation and we invite anyone who has the resources to bid on these properties," he said.
The Monmouth Beach home — where Keezer lived with his wife and young children — is a hedge-lined, 12,000-square-foot structure at 88 Ocean Ave.
It is fully furnished and has five bedrooms, including a master suite with a 1,500-square-foot closet that can house "a shoe collection to rival Imelda Marcos," said Charles Blau, president of the real estate auction firm Blau Appraisal. Other features include a private beach, pool and poolside cabana.
Pasch’s 10,000-square-foot home is located at 7 Kensington Court in Warren.
The 16-room stone mansion was built on 2.8 acres of land with terraces overlooking an English garden and natural pond.
It has six bedrooms, a climate-controlled wine cellar and two gourmet kitchens.
"These homes are in pristine condition and we believe there will be spirited bidding on the 27th," he said, adding he has fielded several phone calls from interested bidders and at least 50 people have toured the homes so far.
The highest bids on the homes are subject to Trenk’s approval.
Transactions will be made in cash, which means buyers must pay without a mortgage and close on the homes by July 2. Visit blaurealestateauctions.com for further auction information.

Sheriff disputes utility account of what caused explosion


FRESNO, Calif. (AP) — A California sheriff on Monday disputed an account by the state's largest utility that suggests a county worker using heavy equipment ruptured a gas pipeline and triggered an explosion last week that injured 11 people.
Fresno County Sheriff Margaret Mims said the county equipment operator was smoothing dirt, not digging, near the Pacific Gas & Electric Co. natural gas line that ruptured at a gun range on Friday, The Fresno Bee reported (http://bit.ly/1bntmCM).
Over the weekend, officials with Pacific Gas & Electric Co. and Fresno County public works said the county heavy equipment operator apparently nicked the line while working on a berm that was designed to stop bullets at the shooting range operated by the Fresno County Sheriff's Foundation.
Mims, however, said the operator was using the front loader's bucket to spread piles of soil along the berm that captures bullets from the shooting range. She added that the loader is not a "digging piece of equipment" and was merely driving on the road near the berm when the gas line ruptured.
"We have no one saying anything was dug up or struck or nicked," Mims said. "That will be determined at the end of the investigation."
The blast is now being investigated by a host of agencies, including the sheriff's office, the California Public Utilities Commission, PG&E and the Fresno Fire Department.
PG&E spokesman Denny Boyles said the company has hired a firm to investigate the gas line explosion that injured members of an inmate work crew, two sheriff's deputies and a county equipment operator.
Boyles confirmed that there was no call made to the national 8-1-1 utility call center to check if any gas lines were present before digging started.
As of Monday, six people remained hospitalized at Community Regional Medical Center — four of them in critical condition. The operator, identified by family as Ismael Areazola, is among those in critical condition with burns, as are three Fresno County Jail inmates. Two other inmates are in stable condition, said Fresno County sheriff's spokesman Tony Botti.
