SAN BRUNO -- San Bruno officials are demanding a fresh batch of documents, including emails and visitor logs, to determine if the state Public Utilities Commission and PG&E have coordinated public announcements about an email scandal linked to a fatal explosion of natural gas in San Bruno.

A PR problem is solved by throwing money at it - you can't get back the lives lost, money isn't a replacement for a life and failure is not an option for PG&E
 For PG&E it's a zero sum game.

San Bruno officials want to uncover more information about what sorts of communications occurred this year between PG&E and the PUC. The city also demanded the PUC visitor logs from early 2011 to the present and wants to obtain information about contacts between the PUC and Wall Street analysts. San Bruno outlined its requests in a regulatory filing with the PUC on Friday.

Skeptics believe the PUC and PG&E maintain a cozy relationship, even though the commission is supposed to regulate the utility. Investigators say the San Bruno explosion occurred because of flawed record keeping and shoddy maintenance on PG&E's part -- and lax oversight of PG&E on the PUC's part. The blast killed eight and wrecked a quiet San Bruno neighborhood in 2010.

Of particular interest to San Bruno are the back-to-back announcements by the PUC and PG&E that detailed actions the two organizations took in response to a series of emails in a rate case on gas transmission and storage that's linked to the San Bruno explosion. The emails showed that PG&E spent several weeks this year shopping for a PUC judge to oversee the rate case and that the PUC sought to accommodate the utility's requests and desires throughout that process.



"The fact that the PUC and PG&E issued news releases within a half-hour of each other raises questions about whether they were communicating and coordinating with each other," Britt Strottman, an attorney representing San Bruno, said Friday night.

When you're charged with lying to Federal Investigators at any level you're emails, phones and communications allow for wiretaps and intercepts but this explosion isn't just about a leaky pipe it's about over pressurization of a Pipeline via a SCADA Failure.

San Francisco-based PG&E on Wednesday said it will provide, within one day, disclosures about of any communications it conducts with an array of state regulatory officials at the PUC.

"Progress is being made, but we still have a long way to go," San Bruno City Manager Connie Jackson said Friday night. "This is a relationship that remains too cozy."

PG&E earlier this month ousted three regulatory executives involved in the email scandal. For its part, the PUC removed Carol Brown as chief of staff to the PUC's powerful president, Michael Peevey, although Brown could resume her prior role as an administrative law judge.

"We voluntarily conducted our own review of nearly five years of emails, we found these violations, we self-reported them to our regulator and took immediate and decisive actions." PG&E spokesman Keith Stevens said. "We also provided a courtesy notice to the PUC that we would be filing a notice as part of that process."

Separately on Friday, Gov. Jerry Brown signed into law six bills authored by state Sen. Jerry Hill that grew out of the fatal San Bruno explosion and a mysterious 2013 sniper attack on PG&E's Metcalf substation in south San Jose. The Metcalf measure requires the PUC to adopt statewide rules for physical security of electricity substations.

PG&E SVP Brian Cherry Fired Over My PG&E Laptop Breach

History

When Kieth Lynds of Hillside Covenant Church posted a near clairvoyant and highly insightful message via Facebook on July 17th 2011 where he revealed that he'd clearly was behind the breaching of my laptop.  

Three days later on July 20th 2011 Keith was sending messages seeking to meet me at Round Up Bar Lafayette CA but on the way someone drove me into oncoming traffic where the car was totaled.  

Then about two weeks later I'm facing Walnut Creek Police Captain Schultz with Sgt. Mike Chan with a detective who'd been following me around Walnut Creek.  

The car was sold to me by Paul Redditt of Ravenel Enterprises who employed me to work on the PG&E Hydro Testing Project related to the PG&E San Bruno Fire.  When Ravenel failed to pay for services I connected PG&E with complaints that my car accident was related to the PG&E Project. 

About a year later I discovered that Redditt placed over 10,000 pages of sensitive data e.g. pipeline maps and maps of small inconsequential locations such as the Metcalf Station where this minor sniper attack occured.  

The maps, databases, charts, locations and GPS Coordinates would be worth millions to any terrorist group seeking to decimate PG&E Gas Transmission System.  My first letter arrived at PG&E in August 2011, the PG&E Count One Indictment is probably related in part to these events. 

Long before this project came along someone torched my attorneys offices in 2001, then someone else attacked and beat up a different attorney, then someone murdered the brother of yet another attorney whose father is attorney connected to PG&E.

The sister duo, whose band had hits such as "Barracuda," "Dreamboat Annie" and "Alone," signed the Epiphone EJ-200 jumbo acoustic guitar for an e-Bay auction. Proceeds exclusively benefitted Guitars Not Guns, a Concord-based nonprofit providing free guitars and lessons to foster children, at-risk youth and other deserving children, to offer a positive influence and divert them from the influences of violence, gangs, drugs and alcohol. 

The auction ended at $2,891.55, before e-Bay fees. On hand for the presentation were Contra Costa chapter representatives, from left, instructor Bruce Johnson; Randall Davis, chapter vice president; volunteer instructor Jim Mergens; Barbara Gorin, vice president of fundraising; Skinner; and Frank Darling, California chapter president.

Kinder Morgan Fire

Without saying exactly which names connect to the litigation but there there are two persons in the above list that should have a Chinese Wall between them and that is even more important when there are five deaths attributed to the fire, three deaths near the fire, one is definitive and first hand witness, the other was a dubious Murder/Suicide of mom whose brother worked for Mountain Cascade.

She was one of the nicest loving moms ever - she was a brief friend but these investigators would know I was going to assemble her play structure with my sons and her daughter in one of those PWP days.  I don't believe the investigators, Kinder Morgan and don't believe Cal Fire Pipeline Safety Group who refused to speak to me long before I discovered the dead witnesses.  My phone calls are being monitored by the FBI probably all the way back to when I told them I was hit by an arsonist just before the Kinder Morgan fire.

The California Public Utilities Commission announced Monday that it’s taking steps to deal with newly uncovered “inappropriate email exchanges” earlier this year between a Pacific Gas & Electric Co. executive and senior CPUC officials, including CPUC President Michael Peevey and his chief of staff.
In a statement, the commission said the chief of staff, Carol Brown, has agreed to resign. For his part, Peevey has recused himself from the rate case that was at the center of the newly disclosed emails, as well as the commission’s ongoing deliberations over final penalties against PG&E for the September 2010 San Bruno gas pipeline disaster.
As the CPUC made its action public, PG&E announced it had dismissed three executives involved in the email exchanges, including Brian Cherry, vice president for regulatory relations.
The company said the messages “may have violated CPUC rules prohibiting certain ex parte communications — meaning communication with decision-makers that takes place without the knowledge of all parties to a proceeding.” PG&E said it discovered the exchange of emails during a review of five years of emails between the company and the commission.
The exchange is apparently separate from a series of messages made public in July. Those messages included emails between Peevey, Brown and CPUC Executive Director Paul Clanon with Cherry and others at PG&E. Both the company and the commission defended the earlier emails, which discussed issues relating to the San Bruno blast and its regulatory aftermath, as routine messages necessary for the conduct of business. San Bruno city officials and The Utility Reform Network (TURN) blasted the emails as unethical, unprofessional and possibly illegal.
The email exchanges disclosed Monday and published on the CPUC website focused on a major proceeding initiated last December in which the commission is to set future rates for PG&E’s gas transmission and storage services.
In a series of messages sent in January 2014, PG&E’s Cherry sought inside information from Brown, Peevey’s chief of staff, about which commissioner and which of the CPUC’s administrative law judges would be assigned to oversee the case.
In his messages, Cherry expressed a preference for the appointment of Commissioner Mike Florio and Administrative Law Judge John Wong. His tone is peremptory at times, as when he wrote Brown, in reference to Wong’s appointment, “Can you get it done ASAP please?”
Cherry pointedly opposed the appointment of judges he said were unfriendly to the company. In several brief notes, Brown told Cherry that Wong would be unavailable for the case due to a heavy workload.
But Cherry persisted.
At one point, he wrote directly to Peevey that Wong’s apparent unavailability “is a problem. Hope Carol [Brown] can fix it.”
Later, Cherry wrote Brown, “I’m not sure we could get someone worse” when he learned of one judge’s possible appointment to the case. He told Brown another judge candidate “screwed us royally” in an earlier case. “Let’s just say she has a history of being very hard on us,” he wrote.
Cherry also emailed Commissioner Florio about Wong’s appointment, asking “what cases Wong is working on that is keeping him so busy?”
Eventually, the gas transmission case was assigned to Wong, prompting Cherry to write Brown, “Thank you, thank you, thank you.”
The appointment also occasioned an email from Florio to Cherry, saying, “I trust you’re happier now?? Not sure how this came about, but John is the best.” As part of the CPUC’s statement today, Florio conceded he “should not have” responded to “PG&E’s inappropriate inquiry.”
TURN, which had earlier called for Peevey to recuse himself from the CPUC’s San Bruno proceeding, on Monday said he should resign.
“It is clear that PG&E was calling the shots at the CPUC, and was accustomed to doing so,” said Mark Toney, TURN’s executive director, in a statement. Toney said the emails show “PG&E had a personal shopper in Peevey’s office, helping to pick and choose the judges that suited PG&E best.”
Toney said TURN wants PG&E to make public every email sent to CPUC commissioners and staff for the last five years.
In its statement, PG&E said it was dismissing Cherry, senior vice president of regulatory affairs Tom Bottorff and vice president of regulatory proceedings and rates Trina Horner. The company said it’s creating a new oversight position, chief regulatory compliance officer. It also announced it’s retaining former Interior Secretary Ken Salazar “as special counsel on regulatory compliance matters to assist in developing a best-in-class regulatory compliance model.”

The first ticket occurred in 2004 right after Danville Building Inspector (Gary Collins~Now Deceased) Assault case on Bennett, even with multiple witnesses, the entire assault being recorded by 911 the Contra Costa District Attorneys offices declined to prosecute which matches over 100 police reports from 1979 to 2014 - nothing happens.

Officer Murphy, and others pulled me over many times between August 2004 and 2007.  Officer Lombardi pulled his weapon and pointed it at me during one of these stops.

From there I appeared in court in front of Judge Golub the same day of the Gas Pipeline Explosion in Walnut Creek on Nov 9th 2004 where the Pillar of Fire was visible from the court house steps.

During subsequent years I got more tickets but I knew the Judge personally and explained to him in detail that Collins outsized me to his 300 lbs/6'6" to my 160 frame.  The troubling part is Joel was a Contra Costa County Superior Court Judge who decided that exploding trucks weren't could cause to call authorities.

When Danville Police Officer Stephen Tanabe was arrested in June 2011 it became clear that our mutual neighbor was connected to Chris Butler (Fed Prison to 2020) and California Department of Justice Commander Norman Wielsch (Fed Prison 2028).

Over the next few years I went to court attempting to resolve payment, get my license back but everytime I left the Court someone added more fines.
